**II. Project Description:**
This project involves the property management of a pioneering environmental protection building, which serves as a hub for eco-friendly business operations. The building comprises 21 floors above ground, with the first floor featuring the entrance hall and security control room. The fifth floor is designated for meetings, while the 19th floor is reserved for the internal use of the Entrepreneurial Environmental Protection Company. The basement and second through tenth floors house essential equipment, and the remaining floors are used for office spaces. The total area of the building is 4,662 square meters, with a total construction area of 22,000 square meters. Additionally, there is an outdoor parking lot that can accommodate 150 vehicles.
**III. Qualification Requirements for Bidders:**
1. The bidder must be a legally registered entity in the People's Republic of China, with business scope covering property management services.
2. A copy of the valid business license, tax registration certificate, and organization code certificate, or a combined version of the three certificates, must be provided.
3. The bidder must hold a third-level (or higher) qualification certificate for property management companies.
4. The project manager assigned to this project must be a formal employee of the bidder and must possess either the "Property Manager Qualification Certificate" issued by the Ministry of Housing and Urban-Rural Development or the "Tianjin Property Management Project Manager Position Certificate" issued by the Tianjin Property Management Office. The certificate must clearly indicate the bidder’s company name; otherwise, it will be considered invalid.
5. Bidders must provide a statement confirming no major violations in business activities over the past three years (from 2014 to the present).
6. A copy of the previous year’s audit report from an accounting firm, stamped with the bidder’s official seal, must be submitted. If unavailable, a bank-issued credit certificate may be accepted instead.
7. This project does not accept bids from foreign entities or consortia.
8. Bidders must hold a security service license or a registration certificate for the security industry. Foreign bidders must provide a written commitment to register with the Tianjin Public Security Bureau post-contract, accompanied by the company’s official seal.
9. At least eight security personnel must be available for employment, and the bidder must guarantee the dispatch of qualified staff for the project.
10. Subcontracting or subletting of the project is strictly prohibited.
**IV. Time and Method for Registration and Tender Document Acquisition:**
