- Ground floor: Lobby and security control room
- 5th floor: Conference hall
- 19th floor: Office space for the Entrepreneur Environmental Protection Company
- Basement and 2nd to 10th floors: Equipment floors
- The remaining floors are designated as office spaces.
The outdoor parking lot offers 150 parking spaces.
**III. Qualification Requirements for Bidders:**
1. The bidder must be a legally registered enterprise within the People's Republic of China, with business scope covering property management services.
2. A valid business license, tax registration certificate, and organization code certificate (or combined three-in-one certificate) must be provided.
3. The bidder must hold a third-level (or higher) property management qualification certificate.
4. The project manager assigned to this project must be a formal employee of the bidder and must possess either the "Property Manager Qualification Certificate" issued by the Ministry of Housing and Urban-Rural Development or the "Tianjin Property Management Project Manager Position Certificate" issued by the Tianjin Property Management Office. The certificate must clearly indicate the bidder’s company name.
5. A written statement confirming no major violations in business activities over the past three years (from 2014 to present) is required.
6. A copy of the latest audit report from an accounting firm, stamped with the bidder’s official seal, must be submitted. If unavailable, a bank-issued credit certificate may be accepted.
7. This project does not accept bids from foreign entities.
8. The bidder must hold a security service license or a registration certificate from the security service industry. Foreign bidders must provide a written commitment to register with the Tianjin Public Security Bureau after contract award.
9. At least 8 security personnel must be available for employment, with a guarantee of on-site service for this project.
10. Subcontracting or subletting of the project is strictly prohibited.
