2. Project Overview and Scope of Tender

2.1 Project Location: Jiji Gorge, Delingha City

2.2 Project Overview: The reservoir site of the Jijixia Water Control Project is located approximately 6 km upstream from the exit of the Bayin River Canyon and about 60 km northeast of Delingha City in Haixi Prefecture. It serves as a key storage facility on the mainstream of the Bayin River, primarily aimed at regulating runoff to ensure water security for local economic development and support sustainable growth in the region. The project's main functions include urban and industrial water supply, with additional considerations for power generation and flood control. The power station has an installed capacity of 33 MW, a guaranteed output of 7.51 MW, and an average annual power generation of 99.77 million kWh. With an annual utilization time of 3153 hours, the power station operates as a base load unit in the system. The generator voltage is 10.5 kV, and the generator-transformer configuration uses a combination of expansion unit and unit connection. On the 110 kV side, a single busbar connection is adopted, while the 10.5 kV factory use side uses a single busbar sectional connection. The power station operates at a voltage level of 110 kV, with the first outlet connected to the Dongshan Substation.

2.3 Duration: 365 days, with specific delivery times to be agreed upon in the contract.

2.5 Scope of Bidding and Division of Bid Sections: The scope of the bid is detailed in the tender documents, and no specific division of bid sections is required.

3. Qualification Requirements for Bidders

3.1 Potential bidders must be independent legal entities engaged in the procurement, R&D, and manufacturing of 10kV high-voltage switchgear and 0.4kV low-voltage switchgear equipment. They should have the necessary professional technology, equipment, facilities, personnel organization, and performance experience in design, manufacturing, quality control, and management.

3.2 The bidder must possess a complete ISO9001 quality assurance system and have experience in designing and manufacturing similar projects involving 10kV high-voltage and 0.4kV low-voltage switchgear equipment for more than three years, including projects located at altitudes above 3000 meters. Proof of such experience must be provided in the form of a contract or a copy of the agreement.

3.3 The bidder must hold a valid production license.

3.4 The bidder must provide type test and inspection reports for the same equipment.

3.5 Bids from the Commonwealth are not accepted.

4. Time, Location, and Requirements for Bid Registration

4.1 Registration Time and Place: Interested bidders are requested to register from December 14, 2017, to December 20, 2017, every day between 09:00 and 12:00 (Beijing Time), excluding statutory holidays and public holidays. The same schedule applies for subsequent procedures.
