1.2 Bidding Conditions

1.3 Project Overview and Bidding Scope

The company is located at No. 1 Guodian Avenue, Liyang City, Henan Province. The Phase I project of Guodian Xiangyang Coal and Electricity Integration Co., Ltd. consists of two 630MW “W” flame supercritical coal-fired generating units. This phase was jointly established and operated by China Guodian Corporation and Hebi Group, with each party contributing 80% and 20%, respectively. Units #1 and #2 were put into trial production on November 13, 2010, and completed 168 hours of testing on November 29, 2010. Currently, routine inspection and maintenance of boilers and ash removal systems for Units #1 and #2 are managed by Zhengzhou Xinli Electric Power Co., Ltd. Desulfurization system daily inspections and maintenance are handled by Guodian Longyuan Company. The routine maintenance and repair of turbine and water systems for both units are also the responsibility of Zhengzhou Xinli Electric Power Co., Ltd., as well as the coal conveying system. The scope of this project includes overhaul and maintenance of Unit #1, covering standard projects, non-standard projects, and all technical renovation works.

1.4 Eligibility Requirements for Qualified Bidders

The bidder must have at least two performance records of over 600MW thermal power unit overhaul and repair supervision within the past five years. Performance recognition will be based on signed contracts.

1.4.2 The bidder must not have a default status during the evaluation period. The bidder must not be listed as a defaulting party by the National Court, the List of Executable Persons, or the National Development and Reform Commission’s credit system (shixin.court.gov.cn). The results from these official sources shall take precedence.
