In 2003, the state officially launched the "Semiconductor Lighting Industry Project." China's LED sales grew rapidly for the first time. It only started large-scale replacement of urban traffic signals and led to a 61% high growth in the country's semiconductor lighting market.

Two years later, the automotive LED lighting and indoor LED decorative lighting market entered a rapid growth momentum, which was a year-on-year increase of 53.1% and 133.3% respectively. In this year, the domestic semiconductor lighting LED market sales exceeded 1 billion to 1.17 billion, an increase of 49.0% over 2004.

When the financial crisis broke out in 2008 and international demand drastically decreased, the LED industry turned its attention to the domestic market and staged a good show against the market. The total sales amounted to nearly 80 billion yuan, making China one of the fastest growing regions in the global LED industry.

Because of their long lifespan and energy-saving advantages, LED lighting products have been regarded as an important tool for energy conservation, emission reduction and domestic demand initiatives. They have frequently appeared in national ministries and commissions' policy documents and implementation guidelines. Various favorable policies have also been introduced frequently. In December 2008, the Ministry of Science and Technology clearly put forward the idea of ​​carrying out pilot cities for LED applications in the "Ten Cities, Ten Thousand and Ten Thousand." According to reports, according to policy arrangements, China will phase out incandescent light bulbs in five stages: November 1st, 2011 to September 30th, 2012 as a transitional period; from October 1, 2012, bans the importation and sales of ordinary watts and above. The National Development and Reform Commission is now drafting the “Twelfth Five-Year Plan” for semiconductor lighting industry, and will work with the Ministry of Finance on green lighting policies to study and formulate measures to encourage LED promotion. It is expected that the LED industry will quadruple its output value in five years.

In an interview, Zhuang Shenan stated that the “Ten Thousand Cities” project has positive and significant implications for the development of the semiconductor lighting industry. First of all, it is clear that semiconductor lighting will be the first effective measure to save energy and reduce emissions. Second, the government vigorously promoted the local deployment. Government investment pilots have stimulated competition in the same industry within and between regions, promoted the development of industrial innovation to drive the market demand for semiconductor lighting, effectively promoted the development and upgrading of semiconductor lighting in China, and promoted the increase in the localization rate of semiconductor lighting products.
