Foshan energy-saving lamps enter India and are subject to anti-dumping


On August 30th, India launched an anti-dumping investigation on energy-saving lamps in China, Vietnam and Sri Lanka (India Customs Tax No.: 853910, 853990). Yesterday, the Fair Trade Bureau of the Foreign Trade and Economic Cooperation Department of Guangdong Province held a Coordination Meeting in Foshan. More than 20 representatives from various industries including Guangdong, including Fo Lighting and Shell, attended the meeting.

Energy-saving lamps lose to India and are subject to anti-dumping

According to the Southern Metropolis Daily, on August 30th, Osram India, IndoAsina Fusegear and Havell'sIndia applied to the Indian Ministry of Commerce and Industry for anti-dumping investigations on compact fluorescent lamps in China, Sri Lanka and Vietnam. The investigation period is from April 1, 2006 to March 31, 2007. All enterprises that directly or succinctly export the products involved in this period to India are involved in the case.

The relevant person in charge of the Provincial Foreign Trade and Economic Cooperation Department analyzed that from the application for filing, the Indian side is very familiar with the export model of Chinese enterprises. "The first is the country involved, including Sri Lanka and Vietnam. That is to say, we can no longer avoid anti-dumping by going to Vietnam to open factories, and we can no longer avoid it by exporting components to local assembly. This time India is targeting China. The anti-dumping investigation can be described as knowing oneself and knowing each other."

It is understood that India's use of anti-dumping rules is very frequent. As early as 2001, Foshan Ceramics once "learned" once. In that anti-dumping investigation, most of Foshan ceramic enterprises did not respond, and they were charged with high punitiveness. Tariffs, the Indian market is almost completely wiped out.

Foshan enterprises meet to deal with anti-dumping

According to the Indian regulations, within 40 days, that is, October 9, 2007, the responding company must submit a questionnaire to the investigation authority, and the preliminary ruling will be made within 150 days from the date of the announcement. The person in charge of the Provincial Foreign Trade and Economic Cooperation Office explained. The first thing that can be done right now is to submit a counter-argument against the Indian authorities using the EU as a surrogate country.

At the meeting yesterday, Foshan Lighting, Snow Wright and other companies came to the scene and consulted the officials of the Foreign Trade and Economic Cooperation Department in detail. The relevant person in charge of the Foreign Trade and Economic Cooperation Bureau of Foshan said that the detailed statistics on the number of entrepreneurs involved and the amount of products involved have not yet come out.
